See what changed, who approved it, and when.
Every decision writes a receipt with the version, the person, the time, and a hash of what they saw.
Delivery packets
Receipts go into the delivery packet, so the record travels with the files.
Verify
Anyone with a packet can check that it has not been changed since it was signed off.
